Today 18% of Brazil's exports go to South America, and only 4% to Africa, but I can't find comparable figures from before Lula took over. The biggest increase seems to have been in trade with China, which might have more to do with China's policies than Brazil's. It probably would have helped if the other Mercosur members were really committed to increasing regional trade, rather than protecting their own industries from Brazilian imports.
