If you look at consumer spending in Argentina it follows a cycle and always decreases in their winter. https://tradingeconomics.com/argentina/consumer-spending I can't see any obvious trend in the data - it looks like it has followed the same pattern for the last 5 years or so, with maybe a slight increase under Macri. So this seems like a non-story which Reekie has jumped on as fuel for his propaganda.
