Brazilian President Luiz Inácio Lula da Silva attended this week the laying of the foundation stone for the Orion Project, a laboratory complex specialized in disease-causing pathogens such as viruses, bacteria, and parasites to be built in Campinas, in the State of São Paulo. We need this and other opportunities for technological innovation so that, combined with good salaries, we can keep our young engineers and scientists who graduate every year.

You make a good point, Bras. Brazil is experiencing a serious and detrimental brain drain. The causes, however, lie deeper than salaries and opportunity. The ingrained culture and customs of corruption and patronism persist no matter what the color political leadership. That, and the inability (or unwillingness) to provide the first and most basic need for a productive society: Common safety and security.
