This woman is a UK Labour 'Baroness', who is woefully inadequate in this position and has so far achieved nothing but ridicule on herself in the UK.
Quite what she and the EU have to offer the LATAM countries is beyond me.

Cathy Ashton as part of the Campaign for Nuclear disarmament in Britain took Soviet funds to help the Soviets disarm the West. She is an appointed Champagne Socialist who serves in high office due to connections rather than ability

The EU is the biggest trading partner with Latin America, we all know that.
There is nothing particularly virtuous in that, but flows of goods and services with the cash attached to the flows is good - if not essential - for both.
Econo-politically, it is good for South America to 'construct' the trade flows such that neither the USA or China develop a strangle-hold on the Continent.
This is where Europe acts as a main player in the game of maintaining South America's ability to have independence of strategy, tactics and action.
It was very much in S.A's interest to blast through the barriers of 'red-tape' and to get EU trade bloc deals with CAN and Mercosur. But if the barriers are blocked (constipated) then the separate nations of South America should create a matrix of bi-lateral deals that serve the same econo-political function. The unspoken strategy can be managed by back-room Unasur meetings.
This mosaic-management of the Continent leaves it FAR more exposed to being 'eaten alive by the big beasts', but it recognises the political realities of having its trade-bloc deals blocked by parties unwilling to see the bigger picture.

Suggest you Latino johnnies listen carefully to “Baroness” Ashton. If possible, ask her to stay with you long-term to explain all her ideas. Three years would be about right. Make sure she doesn't leave. You will only appreciate her worth over such a period.

Though two points on a graph do not a trend make, the underlying switch to China/Asia is likely to be so overwhelmingly dominant that, without the counterbalances of the US and the EU, South America becomes just another 'vassal state' to be stripped bare of its resources.

In the short term it may feel like a 'partnership of equals',
but - over the next generation - as the rape becomes more complete, the exploited nations will, one after another after another, be left to founder.
Just like Haiti when the Spanish/(French) left after it was stripped bare.
