The figure for Uruguay is not surprising given the massive over-supply of 'lawmakers'.
Feb 26th, 2012 - 09:40 am - Link - Report abuse 0It is much the same with the civil servants who have a really cushy life but grumble about it just the same with many of them doing the minimum of work.
It is well known that many of them can speak respectable English but will not 'because they are not paid for it'.
I love Uruguay but do have concerns that attitudes like this, when the country is doing the best it can to obtain external investment, are just not going to help.
