Sorry! But that is very unlikely to happen. By the time the government have produced the plant, stripped it and everything else they need to do for sale, sent it across the country, TAXED it, etc, it will be easy for the dealers to undercut the price.
Plus, unfortunately, youngsters get an additional ‘kick’ out of doing something illegal and will just migrate to another drug, what it will be is anybody’s guess.
Plus it looks like Pepe and the rest of the commies have overlooked the UN narcotics agreement that Uruguay signed up to. A bit like The Dark Country: shambles at the planning (where they should have realised the UN situation), shambles in the production (more cost), taxing it (additional cost) and I would be amazed if the plant itself was as good as the illegal suppliers who have been growing weed for years.

Their mate's, their boyfriend/girlfriend, their older siblings, that chick/bloke at the nightclub/party who gave them their first eccy. Their parents. Drug dealers don't need to advertise. People who have a shared interest in getting wasted always find each other. It's one one of the natural laws of the universe. And most drug dealers become their own best customers.

Any drug that facilitates addiction can be a problem and will eventually have consequences for the addict and everyone in their life. I do know that no law on earth has ever stopped an addict from wanting to get out of it and being willing to do whatever it takes to acquire the means neccessary to get them there.

The Uruguayan govt. will have no problem producing pot that will be both cheaper and at least as strong as the grower's product. It's easy enough to do. They'll easily be able to measure the THC levels for comparison and I've no doubt they'll confiscate as much of the illegal hydro gear as they can. Cannabis is just a weed that's incredibly easy to grow - it grows wild in all kinds of places throughout the world ( including Siberia! ) - even the hydro gear. And it will probably be healthier too - I'm sure they'll do a better job of flushing all the chemicals they use for hydro weed than some of the illegal growers do.

User's who do end up with jail time are invariably there for stuff like armed robbery. By this time they'll have been through the justice system for years. Nor does incarceration cause addiction - although it doesn't help it either.
5.) Drugs don't create addiction. The hardest part of breaking active addiction isn't the physical withdrawal, it's the mental obsession, which leads to compulsion. From a social point of view you may be right - I just see it as yet another way to try and control addiction. Methadone is another.
When I say I have no opinion on decriminalisation, I simply mean that from the perspective of a drug addict and their willingness to stop it matters not. The only thing that can convince an addict to stop is their ability to recognize the damage they've done to themselves. Addicts have a much higher threshold for self-inflicted pain than non-addicts.
