Imagine if the peasants held a meeting, made decisions and Der Fuhrer didn't agree! I'm a little surprised that there aren't a whole series of Fuhrer Directives. All Heil to Der Fuhrer. Alternatively, give the cow a suitable pistol. Incidentally, the leaders of a number of countries should be given pistols and suitable advice.

In any normal 'democratic' country, if the Head of State/Government was unable to attend a summit, they'd send a representative instead. Maybe the Vice-President, or Foreign Minister.

No use having a summit when 50% of the guest list won't turn up!

At the last Pacific Alliance in Cali, not only did the four member countries actually turn up but nine others showed up at the meeting as observers including, Canada, Spain, Australia, New Zealand, Uruguay, Japan, Guatemala, Costa Rica and Panama.
It all depends on whether the operation was a success. These hair transplants are notoriously difficult to call....ask Elton and Wayne. Hope, when she does decide to brave the outside World the photographers get some close ups of the join.

propose majority voting,
pass it by the majority,
suspend VE, and
agree bilateral treaties with third parties ...
