Nobody noticed the statue was headless? Either Argies lack observation skills, or they are very used to seeing dilapidated cemeteries.
Sebastian doesn't appear to be doing any kind of job. But then, perhaps it's been a while since he was paid?

Coincidence? Its a PR stunt to ratchet up emotions in Argentina in time for their 2 April Celebrations. Note the use of the word celebrations not commemoration.
