The question is why is this piece appearing in Mercopenguin, a British government propaganda organ supposedly devoted to America, South America and the South Atlantic?
This may be something you may never have heard of before. It's called negociations.
One party starts out by demanding £100 billion, the other by saying you won't get at penny!
When they have been wrangling for about 85% of the time to their disposal, the begin to get closer to an agreement, and at 99.99% of the time, an agreement has been reached, following which both parties declare victory.
