This is nothing new. I went to a football match in BA in the sixties and was bombarded by River Plate fans throwing lighted paper plans at us on the terraces.

Back to the incident, let's acknowledge--Argentina has a huge problem allowing the barra bravas to exist. But I have news for you: huge security measures in the area failed badly to secure the Boca Juniors bus in such a blatant fashion, some are speculating there may have been something more than just clumsiness.
Fact is, the existence of the hooligan gangs and the way they act is well known, therefore it's a routine measure to prevent any rivals to move anywhere near a bus transporting players.
And before MP commentators rushes to print any sort of answer, check this first: Buenos Aires security minister Martin Ocampo has resigned as a result of the fiasco.
