Brazil's lower-house committee approves lowering the age of criminal responsibility to 16

The Constitution, Justice and Citizenship Committee (CCJ) of Brazil's Chamber of Deputies approved on Wednesday, by 44 votes to 18, the constitutional amendment proposal seeking to reduce the age of criminal responsibility from 18 to 16.
