    The 1998 deal was the culmination of years of talks which helped end decades of violence known as the Troubles.     Venezuelan Air Force (FANB) authorities Monday confirmed having neutralized what became known as the 13th hostile aircraft so far this year. The unidentified airplane was detected in the state of Apure in the southwestern region.
