
The Paraguayan Senate, at the heart of serious regional diplomatic dispute, voted by a solid majority against the incorporation of Venezuela as full member of Mercosur. Thirty one Senators rejected the Venezuelan Protocol of Adhesion, three supported it and eleven left the floor before the vote was taken.

Argentina’s trade surplus reached 1.014 billion dollars in July, which is 54% higher than the same month a year ago. Exports totalled 7.4 billion and imports 6.37bn according to the latest release from the official stats office, Indec.

“We must prepare for war to live in peace” said Paraguay’s Defence minister Maria Liz Garcia in reference to the new geopolitical situation following the suspension of Paraguay as a member of Mercosur and Unasur.

Some 130 billion dollars will be invested in Venezuela's Orinoco Oil Belt between 2013 and 2019 to boost national production from 3 million barrels per day to 6 million bpd, President Hugo Chavez announced on Tuesday evening.

Venezuela, the latest entry as full member of Mercosur has the cheapest petrol price in the world, 8 pennies per liter, (1 £ trading at 1.59 dollars on 22 August) according to the latest report from UK website, “This is money”, based on a research from Evans Halshaw.

Venezuela dispatched on Friday a shipment of 14.000 tons of urea for Brazil and Uruguay, the first since becoming a full member of Mercosur, reported the official Venezuelan news agency.

Uruguay needs “new markets and new partners” and must try to diversify trade with the largest possible number of agreements to make Mercosur more flexible and anticipate the current process in Argentina, said President Jose Mujica.

Unasur ratified on Tuesday Paraguay’s suspension from the block at a meeting of the so called High Level Group in Lima, Peru which assessed the situation of the landlocked country.

Paraguayan president Federico Franco called for moderation and time from members of Congress when they begin considering Venezuela’s request to become a full member of Mercosur, since the issue needs of “a good in depth analysis and no hasty decision”.

Uruguay will continue “to look after” Mercosur in spite of the strong diplomatic discrepancies with Argentina, but will also continue with an interest in participating in other trade blocks of the region, said President Jose Mujica.
