Spain’s Foreign Minister Jose Manuel García-Margallo suggested on Tuesday that it would be best for Paraguay not to attend the coming Ibero-American summit scheduled to take place in Cadiz, next November, because of the complex political situation.
“If the situation does not improve, most probably Paraguay will not be able to attend the summit in Cadiz; I think it is a situation which is better for Paraguay, better for Spain as the organizer and host, and better for a group of countries that will be attending”, said García-Margallo in Lima.
García-Margallo described the Paraguayan situation as “particularly complex”, following the removal of Fernando Lugo and his replacement by Federico Franco. He added that Paraguay was not taking part of the ministerial meetings ahead of the summit and “in September we will be taking a decision in coordination with the Foreign affairs ministries from Latin America, since their point of view is crucial”.
The Spanish official said that “obviously countries from Unasur and Mercosur have privileged elements to assess the situation and help make a decision on the case”.
Unasur and Mercosur following the political impeachment and removal by the Paraguayan Senate of then president Fernando Lugo, on June 29 decided to suspend Paraguay from their groups until the return to “democratic normality” with the general election scheduled for April 2013.

in South America do not accept the coup, not colonialism, we believe in democracy and in the popular vote of the people, when Paraguay again will return to a democratic country to be part of the forums in the region
