However, Argentina similarly has a very high-rate, well above all of Western, Northern, and Southern Europe.
Lumping Europe together is exceptionally misleading. Moreover, Western and Northern Europe have about the highest average life expectancy in the world, only surpassed by Australia+NZ, Japan, and Canada.

What sanctions could you employ that would affect us in any great way.
Stop the export of mangos ?
World wide sanctions means from all parts of the world NOT an UN mandatory sanction applicable on all member states.
If you think the rouble is a better currency than the $US go ahead. See what it can buy you on the international market.
