It is also safe to say that China has excess capacity is steel and manufacturing that needs to be used.
It is also safe to say these investments a la yanqui that serve only to take raw mineral to port won't benefit the locals through whose land the steel will cut ... unless of course 元/圆 trickle down better than $$$.
The integration and sustainable development of the Amazon is the duty of the Brazilian Federation.

Personally, I think the only way it will be done is if the costs of the Argentine obligation is assumed by someone like China and the Argentine unions are given sweetheart contract concessions.

Evertime I heard a train rumbling down the street to the wharves or walked past the station in Antofagasta I would dream of rail travel in South America... best I have managed so far is the shitboxes out of Retiro.....

The model was still at the airport as of February. It has been displayed on both the 1st and 3rd floors of the terminal and is possibly still there. Chile has been completely ready to go forward with the project for years, but Argentina continues to stall. From an ecological, political, logistical and financial standpoint, it makes perfect sense.
The Chilean labor unions do at times become difficult, but they seem to be completely in agreement as well.

The bottom line is that the wonderful Mendoza-Los Andes protect will remain stalled as the corruption in Argentina is far to great to overcome. (Even greater than the enormous Andes...)
A rebuild of the Corumba connection would tap into the main grain and mining áreas of Brazil and would also connect with the 3,000 km waterway Parana /Paraguay at Corumba giving access to commodities from Northern Argentina. A new rail link through Porto Velho would bring settlement, illegal logging and the eventual distruction of more pristine rain forest.
