  Mercosur prepared to consider the possibility of a 'two-speed' system with EU

  

  Paraguay's foreign affairs minister Eladio Loizaga admitted in Madrid that Mercosur could consider the possibility of a “two-speed” system in trade and cooperation negotiations with the European Union.
